Tim Thomure is the City Manager for the City of Tucson, the 33rd largest city in the United States and the cultural and economic hub of Southern Arizona. The city employs over 4,900 staff and operates under a $2.5B (FY-27) annual budget. Tim is a licensed civil engineer with 32 years of experience working in the public sector, private industry, and consulting. His expertise includes strategic planning, project delivery, and water policy. Tim also serves as Board Member | Treasurer of the Water Infrastructure Finance Authority of Arizona, which is an independent state authority authorized to finance the construction, rehabilitation, acquisition, and improvement of water infrastructure throughout the state. He currently serves on the State of Arizona’s Colorado River Reconsultation Committee (ARC).

Tim has held many appointed and/or elected Board of Directors positions for national and state industry associations, such as the Association of Metropolitan Water Agencies, the Water Research Foundation, and Arizona Forward. He also served elected terms as President of the AZ Water Association and President of WateReuse Arizona. Tim previously served as Chair of the Steering Committee for Arizona Potable Reuse (SCAPR), member of the Arizona Governor’s Water Augmentation, Innovation, and Conservation Council (GWAICC), member of the Tucson Active Management Area (TAMA) Groundwater Users Advisory Committee (GUAC), and the Arizona Drought Contingency Plan (Arizona DCP) Steering Committee.

Tim holds a bachelor’s degree from the University of Illinois, a Master of Engineering degree from the University of Arizona, a Graduate Certificate in Water Policy from the University of Arizona, and is completing a PhD in Geography (Water Policy) from the University of Arizona. Tim and his wife Christina have three grown children and constantly spoil their cat, named Jack.
