Tim Thomure is Interim Assistant City Manager for the City of Tucson overseeing the Public Works functions of the city (1,883 staff) including Tucson Water, Parks and Recreation, Environmental and General Services, Planning and Development Services, Transportation and Mobility, and Housing and Community Development. Tim is a licensed Professional Engineer (Civil) with 27 years of experience working in the public sector, private industry, and consulting. His expertise includes strategic planning, project delivery, and water policy. Tim is past-Chair of the Steering Committee for Arizona Potable Reuse (SCAPR) and served on the Arizona Drought Contingency Plan (DCP) Steering Committee. He currently serves on the Arizona Governor’s Water Augmentation, Innovation, and Conservation Council (GWAICC), the Tucson Active Management Area (TAMA) Groundwater Users Advisory Committee (GUAC), and Arizona’s Colorado River Reconsultation Committee (ARC).
Tim holds a bachelor’s degree in Geography from the University of Illinois, a Master of Water Resources Engineering degree from the University of Arizona, and a Graduate Certificate in Water Policy from the University of Arizona. With the support of his wife Christina, Tim is pursuing a PhD in Geography from the University of Arizona. His dissertation work will explore the Arizona Drought Contingency Plan (Arizona DCP) as a climate change adaptation strategy. This work will inform the recently initiated Colorado River negotiations for river management post-2026 (aka Reconsultation).
Tim’s national industry service includes past service on the National WateReuse Association Board of Directors and the Water Research Foundation Board of Directors, and his current service on the Board of Directors of the Association of Metropolitan Water Agencies. In Arizona, Tim is Past President of AZ Water Association, Past President of WateReuse Arizona, and serves on the Board of Directors of Arizona Forward.
