City Manager Appoints Koren Manning to Serve as Director of Planning and Development Services Department

Koren Manning with a BA geography from SGDE has been named as the director of City Planning and Development Services. After an MA at UVA, she worked as a planner in the Charlottesville area, NYC, and has been with City of Tucson Planning in various positions since 2018.
KOREN MANNING TO HEAD PLANNING AND DEVELOPMENT SERVICES DEPARTMENT - Tucson City Manager Tim Thomure recently appointed Koren Manning to serve as the next director of the City of Tucson Planning and Development Services Department (PDSD). Manning previously had been serving as interim director. She joined PDSD in 2018 as the planning administrator, where she helped develop and implement innovative policies to promote transit-oriented infill development, corridor reinvestment, sustainable building practices, and diverse housing options, including the Sunshine Mile overlay and the Accessory Dwelling Unit (ADU) ordinance. Her team also launched the update of Plan Tucson and worked to facilitate major rezoning and development efforts. In 2023, Manning became deputy director of PDSD, leading the launch of a permit dashboard, new customer service tools, a Casita model plan design competition, and a Casita Model Plan library to streamline ADU construction in Tucson.
